Congo Unveils $20.3 Billion Budget for 2026

Democratic Republic of Congo Prime Minister Judith Suminwa Tuluka, on September 15, submitted to the National Assembly the draft 2026 Finance Bill, estimated at 59,020.5 billion Congolese francs ($20.3 billion), along with the accountability law for the 2024 fiscal year.
The new budget, up 16.4% from the revised 2025 framework of $17.7 billion, is presented as balanced in revenues and expenditures. It prioritizes security, agriculture, infrastructure, energy and education, the prime minister said.

Kinshasa aims to double current revenues by 2028, finance the reconstruction of conflict-affected areas and reduce social inequalities. Structural reforms are also planned, including the digitalization of revenue agencies, a review of tax exemptions and measures to improve the business climate.
For 2024, revenues reached 35,513.9 billion CDF, equivalent to 79.9% of the revised budget of 44,410.1 billion CDF, according to official figures.
