Inga 3 Project: Strategic mission now entrusted to the Agency for the Development and Promotion of Grand Inga

The President of the Republic, Félix-Antoine Tshisekedi, has instructed the government to “accelerate the establishment of the governance framework” for the Grand Inga project, entrusting the strategic mission to the Agency for the Development and Promotion of Grand Inga (ADPI-RDC), according to the minutes of the Council of Ministers of March 20, 2026.

This instruction follows the entry into force, on February 2, 2026, of financing agreements backed by a one billion dollar credit approved on June 3, 2025, by the World Bank for the Inga 3 Development Program (PDI3), of which $250 million is already available. This entry into force makes the urgent completion of the project’s institutional framework imperative.

Seven sectoral ministries—Industry, National Education, Vocational Training, Environment, Higher Education, Employment, Mines, and Hydraulic Resources and Electricity—as well as the provincial government of Kongo Central, have been ordered to sign their memorandums of understanding for collaboration with ADPI-RDC no later than April 3, 2026, under the supervision of Prime Minister Judith Suminwa. Official copies must be forwarded to the donor within this same timeframe.

Concurrently, the government was urged to adopt the Grand Inga bill during the Council of Ministers on March 27, for submission to Parliament by March 31, 2026, at the latest. This legislative text is presented as a crucial prerequisite for mobilizing the World Bank’s financial support.

Endowed with an estimated potential of 42,000 MW, the Inga site, located on the Congo River in the Kongo Central province, represents the largest untapped hydroelectric reserve in the world.
