Haut-Katanga: Mandatory Escort for Cathode Trucks on RN1, a Reinforced Security Measure

Faced with the resurgence of mining cargo thefts on National Route 1 (RN1), Haut-Katanga authorities are tightening traffic rules. From now on, no truck transporting copper cathodes will be permitted to travel alone on this strategic axis. This decision by Acting Governor Martin Kazembe Shula imposes a mandatory escort system to secure mining flows within the province.

A Firm Response to Insecurity on the Mining Corridor

The new measure applies exclusively in Haut-Katanga, on the RN1, from the border with Lualaba province to the border with Zambia.

It now requires all trucks transporting cathodes to travel in organized convoys that are obligatorily escorted by security services. Surveillance jeeps will be deployed along the corridor to ensure continuous monitoring of the shipments. According to provincial directives, these convoys must consist of 20 to 50 trucks.

“No Cathode Truck Will Travel Solo”

During a field visit, specifically on the road leading to Kolwezi, the acting governor reiterated the strictness of the measure:

“We have already made arrangements to secure your trucks carrying cathodes. Surveillance jeeps are stationed all along the road up to the border with Zambia. You must organize yourselves into convoys of 20 to 50 trucks, and any truck traveling without security will be intercepted and considered a case of fraud. The business climate must be perfect in the province,” stated Martin Kazembe Shula.

This decision aims to put an end to the recurring cases of theft reported on this vital axis for the provincial economy.

Cathodes, a Strategic Product of the Mining Sector

Copper cathodes are metal plates resulting from the refining of copper, featuring a very high purity level that often exceeds 99%. They represent a ready-to-export form of the metal and constitute one of the flagship products of the Congolese mining industry.

In Haut-Katanga, a major mining region, their transport is crucial but highly vulnerable due to their immense value on the international market.

A Measure Welcomed by Transporters

On the ground, several truck drivers have welcomed this decision, believing it will significantly reduce the risks of theft and assaults. They are now hoping to work in safer conditions after a long period marked by recurring incidents on the RN1.

Towards Better Security for Provincial Mining Transport

This new regulation reflects the provincial authorities’ commitment to strengthening security on Haut-Katanga’s strategic mining routes and protecting economic operators. Beyond the immediate measure, it is part of a broader, ongoing effort to restore order and secure essential economic infrastructure in the province.
