The cobalt market is going through a new period of turbulence. Between July and September 2026, the price of cobalt hydroxide, the main cobalt-bearing product exported by the DRC, fell by 31%. This decline is explained in particular by the return of Congolese volumes to the Chinese market and by fragile demand in batteries.

According to Benchmark Mineral Intelligence, the price of cobalt hydroxide delivered in Asia stood at 17.25 dollars per pound in the third quarter, or about 38,030 dollars per tonne. Cobalt sulphate also lost nearly 30% in China.

CONGOLESE VOLUMES ON THE RISE

This correction comes as Congolese exports have increased. Chinese imports of cobalt hydroxide from the DRC are reported to have exceeded 10,000 tonnes in June, compared with about 2,000 tonnes in May.

The data show this acceleration: 17,054 tonnes of contained cobalt were exported in the first quarter, then 24,086 tonnes in the second, or 41,140 tonnes in the first half.

This catch-up is linked to the disruptions caused by the new quota regime. After the export embargo, Kinshasa had introduced a cap system in 2025.

For 2026 and 2027, the annual quota is set at 96,600 tonnes, including 87,000 tonnes for producers and 9,600 tonnes of strategic quota under the responsibility of ARECOMS.

A DELICATE BALANCE

The price slump nevertheless reveals the limits of regulation based solely on annual volumes. A simultaneous influx of shipments into a sluggish market can quickly increase pressure on prices.

In August, producers and traders were reluctant to sell below 20 dollars per pound, while Chinese buyers, already supplied, limited their offers.

For the DRC, the challenge now is to balance export volumes, public revenue and market stability. Too abundant a supply could prolong downward pressure.

The fourth quarter will be particularly closely watched. The pace of exports, the use of quotas and Chinese demand will make it possible to measure the effectiveness of the mechanism. For Kinshasa, the issue is to preserve the value of cobalt without worsening the fall in prices.

The situation of retirees from the Générale des Carrières et des Mines (Gécamines) continues to raise concerns in Haut-Katanga. Meeting on Tuesday, September 29 in Lubumbashi, more than 1,300 former workers denounced the long wait for payment of their final settlements, twelve years after their retirement.

In their declaration, the retirees state that 960 of their colleagues died without receiving payment of their entitlements. This situation is all the more worrying because, at the time the declaration was read, four bodies of former Gécamines agents were in the morgue, according to information provided by their representatives.

A CLAIM THAT HAS LASTED SINCE 2014

Célestine Mande, president of the Gécamines retirees, carried this claim on behalf of the former workers. She called for the involvement of the President of the Republic, Félix-Antoine Tshisekedi, so that measures could be taken to allow the settlement of their final payments.

For these former agents, the main demand concerns the payment of the sums allegedly owed to them following their retirement. The length of the wait is also a source of concern, as several beneficiaries died before receiving their entitlements.

CIVIL SOCIETY CALLED UPON

This situation also concerns civil society. Maître Hubert Tshiswaka believes that the prolonged non-payment of final settlements constitutes a problem related to the social rights of former workers.

The case thus brings back to the forefront the situation of Gécamines agents who retired in 2014 and who claim they are still waiting for the settlement of their final payments.

The retirees are asking the competent authorities as well as Gécamines management to examine their file and take the necessary measures to allow the payment of their entitlements. They also call for intervention at the national level so that this situation can be resolved.

Continuous increase over one month

The rise recorded for the period from September 28 to October 3, 2026, is part of an upward trend observed over several weeks. From September 7 to 12, 2026, a tonne of copper traded at USD 14,461.25, compared with USD 14,350.20 the previous week, an increase of 0.77%. From September 14 to 19, 2026, the price gained another 0.51%, rising from USD 14,461.25 to USD 14,535.25.

The movement was already under way at the end of August. During the week of August 24 to 29, 2026, a tonne of copper traded at USD 14,437.50, compared with USD 14,356.20 the previous week, an increase of 0.56%.

A strategic product for the DRC

The DRC is Africa’s leading copper producer. The country’s mines delivered 2.8 million tonnes in 2023, enabling the Democratic Republic of Congo to rise to second place among producing countries worldwide.

For an economy largely dependent on mining export revenue, the trend in the copper price is a direct indicator of budget resources and expected foreign currency. The upward trend recorded over the weeks under review increases the value of the volumes exported by the country.

The American mining company Kobold Metals is stepping up its lithium exploration activities in Manono, in Tanganyika province. In particular, it is relying on an interactive map generated by artificial intelligence to guide its work and plans to invest 50 million dollars in Congolese lithium by early 2027.

In Manono, Kobold Metals teams are crisscrossing the exploration areas in search of clues that will make it possible to better define lithium resources. According to information reported by TV5 Monde, geologists collect up to 2,000 samples per week. Numbered and packaged, these are then analyzed in the laboratory.

The equipment used does not necessarily make it possible to detect lithium directly. Geologists instead look for elements associated with it in order to establish ratios that make it possible to estimate its presence and grade. “From these accompanying elements, we can determine ratios that allow us to say that with this ratio, if the lithium is at such a quantity and such a grade,” explains Kevin Tambwe, head of Kobold Metals in the DRC.

AI to target drilling

The American company also uses artificial intelligence to analyze the data collected in the field. This information should make it possible to identify the areas with the highest potential and to target drilling operations.

“This information allows us to determine the key points where we will direct the drilling,” explains Kevin Tambwe, specifying that the data are then used to train artificial intelligence models capable of making predictions about the position of the deposit.

Drilling operations began in April. Kobold Metals states that this more targeted approach should make it possible to limit unnecessary interventions in the field and their environmental impact.

Between competition and cooperation

The development of lithium in Manono is taking place in a context of a growing presence of Chinese actors in the sector. Chinese companies have already begun activities in the area and produced their first volumes of lithium last July.

Kobold Metals nevertheless says it is considering collaboration with these operators, particularly around infrastructure and community projects. “Our presence here will allow us to collaborate with the Chinese companies that are in the region,” says Benjamin Katabula, general manager of Kobold Metals.

The question of local benefits remains. The administrator of Manono territory, Cyprien Kitanga, deplores effects that are still limited on employment and development. He fears that mining operations will reproduce the difficulties experienced during the former tin mining.

While lithium is presented as a strategic ore for the energy transition and battery manufacturing, mining activities in Manono also raise concerns related to agricultural land, population displacement and the environment. For the DRC, the challenge will therefore be to transform the geological potential of lithium into sustainable economic and social benefits.

According to the communiqué cited by the agency, the head of the Congolese government highlighted the paradox of a country whose resources fuel conflicts on its territory while they are increasingly indispensable to the transformations of the global economy.

Global demand driven by the energy transition

Judith Suminwa explained that the energy transition, the electrification of transport, energy storage, the expansion of digital infrastructures and artificial intelligence are accelerating demand for copper, cobalt, lithium, nickel and other critical minerals. The world’s leading producer of cobalt and a major copper power, the DRC is at the heart of this transformation, she added.

Congolese cobalt already supplies batteries, power grids, digital equipment and the technologies needed to decarbonize the global economy, according to the same source. For the Prime Minister, it would be unjust and dangerous for added value, jobs, know-how and technologies to remain concentrated far from the communities that make this transformation possible, and a decarbonized economy cannot be built with bloodstained minerals.

Processing on Congolese soil rather than exporting raw

The DRC rejects the model that confines producing countries to raw extraction while processing, research, technology and most of the profits are concentrated elsewhere. Judith Suminwa summed up the country’s ambition: to no longer be merely the basement of the global economy, but to become a workshop, a laboratory and a sovereign partner.

The government intends to process more cobalt and copper on national territory, develop battery precursors and industrial components, train engineers, support researchers and integrate Congolese companies into global value chains. It also wants to build, with African and international partners, competitive regional industries that create jobs, skills and shared prosperity.

Modernization of mining governance

Domestically, the DRC is continuing to modernize its mining governance, according to the communiqué: transparency of contracts, extractive revenues and beneficial owners, strengthening of the mining cadastre, deployment of traceability mechanisms and the fight against fraud.

The country is also accelerating the formalization of artisanal mining, the supervision of traders, the organization of cooperatives and the securing of mining areas.

The stance comes as the DRC occupies a central place in the competition between major powers for access to critical minerals, a file that conditions both its public revenues, local industrialization and the stability of several mining provinces.
