Kinshasa wants to transform its iron ore into steel and then into rails on African soil. The Deputy Prime Minister in charge of Transport, Communication Routes and Opening Up, Jean-Pierre Bemba, put forward this proposal from Luanda, Angola, at the second edition of the Angola Hub Transport & Logistics Summit (AHTLS 2026), according to a Congolese official source.

Addressing participants at the summit, held under the slogan “Connecting markets, people and opportunities,” which is taking place from 28 to 30 September 2026, the Congolese official stressed the country’s iron reserves to justify a local value chain, from the deposit to the laid rail.

A call to investors

Jean-Pierre Bemba explained that he is seeking a consortium of companies that would not limit itself to exporting Congolese iron ore, but would transform it into steel and then into rails. He reaffirmed Kinshasa’s openness to strategic partnerships and its willingness to facilitate investment in this project.

According to the source, the Congolese presentation highlighted the national mining potential as support for the connectivity of transport infrastructure in the Southern African Development Community (SADC) area.

A regional opening-up challenge

The proposal comes in a context where the development of rail and multimodal networks continues to be presented as a lever to open up the economies of Southern and Central Africa, while adding value to local mining resources on site.

For the DRC, whose transport infrastructure is among the main obstacles to the evacuation of minerals, the challenge goes beyond the mere supply of rails: it concerns the local processing of iron, the creation of an African steel industry and reducing dependence on imports of steel and railway equipment. The Luanda summit brings together policymakers, experts and investors around cross-border logistics projects in SADC.

A Tanzanian company specialising in the assembly, distribution and maintenance of heavy and light vehicles, Saturn Coopération, is studying the opening of a unit in Lubumbashi, in Haut-Katanga, according to a press release seen on Monday by ACP. The announcement follows an official visit by the Congolese Minister of Foreign Trade, Julien Paluku, to the company's factory located in Kigamboni, in the city of Dar es Salaam, in the United Republic of Tanzania, last weekend.

The trip was part of strengthening economic and commercial cooperation between Kinshasa and Dar es Salaam. According to the press release, Julien Paluku encouraged Saturn Coopération, which assembles in particular dump trucks, tankers and tractors of the Howo brand, to invest in the Democratic Republic of the Congo.

State support highlighted

The minister assured the company’s leaders of the protection and support of the Congolese State, indicating that it could benefit from certain facilities once established on national territory. “The Democratic Republic of the Congo is committed to the continuous improvement of the business climate and intends to offer appropriate support to investors who wish to settle in the country,” he said, quoted in the press release.

Julien Paluku also stressed that the establishment of Saturn Coopération in Lubumbashi would contribute to strengthening the industrial sector and creating jobs, in line with President Félix-Antoine Tshisekedi Tshilombo’s commitment to promoting entrepreneurship and employment.

An assembly capacity of 49 vehicles per day

According to Chirag Tanna, one of the managers of Saturn Coopération, the company has an assembly capacity of 49 vehicles per day. Since the inauguration of its factory, 6,000 trucks have already been assembled, with the ambition of reaching 8,000 units in 2027.

The prospect of a unit in Lubumbashi opens a new possibility of industrial cooperation between the DRC and Tanzania, particularly in the sector of vehicles intended for economic activities and transport. The project nevertheless remains at the intention stage at this point, with no date or investment amount having been communicated.

Recently appointed as Director General of the Electricity Regulatory Authority (ARE), Soraya Aziz is leading efforts to strengthen the regulatory framework and attract greater investment into the Democratic Republic of Congo’s power sector. Speaking to Mining & Business during the Katanga Business Meeting (KBM), she outlined the country’s energy ambitions and the reforms designed to expand electricity access nationwide.

A new momentum for the electricity sector

Soraya Aziz brings extensive experience from both the mining industry and the National Rural Electrification Agency (ANSER), where she focused on investment promotion and stakeholder engagement.

She assumes leadership of ARE at a time when the Congolese government is introducing new leadership across key energy institutions and accelerating sector reforms.

Regulating a liberalized electricity market

Established following the liberalization of the electricity market in 2014, ARE is responsible for regulating competition, issuing licenses, protecting consumers and ensuring a predictable investment environment.

The institution also advises the government on policies aimed at expanding electricity access throughout the country.

Creating a more attractive investment climate

According to Aziz, one of ARE’s primary objectives is to simplify administrative procedures, improve transparency and strengthen investor confidence.

A stable and predictable regulatory framework, she argues, is essential to mobilize the significant capital required to modernize the country’s electricity infrastructure.

Targeting 62% electricity access by 2030

The Democratic Republic of Congo aims to increase national electricity access to 62% by 2030, with universal access targeted by 2045—and potentially earlier if implementation progresses faster than expected.

ARE is supporting this objective by developing regulatory mechanisms that facilitate investment and accelerate project implementation.

Supporting decentralized energy solutions

Aziz believes decentralized electricity projects will play a major role in expanding access, particularly in underserved communities.

Current legislation allows qualified operators to manage the full electricity value chain, from generation to distribution and commercialization, encouraging innovative local solutions.

Building a national energy cadastre

One of the planned reforms is the creation of a national energy cadastre, which will map existing infrastructure, identify future energy needs and provide investors with greater visibility on available opportunities.

The initiative also aims to centralize sector data and reduce licensing delays through a more efficient digital process.

Electricity as a driver of economic growth

Aziz emphasized that reliable electricity is fundamental to the country’s economic transformation.

She noted that the mining sector alone currently faces an estimated 1.5-gigawatt electricity deficit, highlighting the importance of accelerating investment across the energy sector.

By strengthening regulation and improving the investment environment, ARE hopes to expand electricity access while supporting long-term economic development.

The Vinmart Group is continuing its industrial expansion in the Democratic Republic of Congo. By inaugurating three new production units in Lubumbashi, the group is focusing on the local processing of raw materials and the development of an integrated industrial offering. This investment is part of the national drive to create added value, substitute imports and strengthen the country’s productive capacities.

Three Units to Accelerate Local Processing

The Vinmart Group has commissioned three new industrial facilities designed to meet the growing needs of the mining, energy, infrastructure and construction sectors.

Among these investments is the first square tube manufacturing plant in the Democratic Republic of Congo, operated by Société de Transformation de Fer (SOTRAFER). The unit has a production capacity of 1,500 tonnes per month and is expected to help reduce dependence on imports of steel products.

The group has also inaugurated an armored electrical cable manufacturing plant through its subsidiary Mining Engineering Services (MES). It will be able to produce between 100 and 120 kilometers of small-section cables and up to 150 kilometers of large-section cables. A third unit is dedicated to the manufacture of electrical transformers intended to support the needs of energy networks and industrial projects.

An Investment Serving Competitiveness

For the Congolese authorities, these new production capacities reflect growing investor interest in local processing. Representing the Government, the Acting Minister of Industry and Minister of Entrepreneurship and SME Development, Justin Kalumba Mwana Ngongo, welcomed an investment that is in line with the national strategy of economic diversification and industrialization.

For his part, the Minister of Foreign Trade, Julien Paluku Kahongya, highlighted the economic impact of the Vinmart Group, which reportedly employs between 20,000 and 25,000 people directly and nearly 200,000 indirectly. He called for stronger protection of national industry, a more incentive-based tax framework and better promotion of “Made in Congo” products.

An Industrial Momentum to Consolidate

Beyond the increase in production capacity, these investments illustrate the growing momentum of industrial processing in the DRC. By developing units capable of producing strategic inputs locally, the Vinmart Group is contributing to the reduction of imports, the creation of value within the national territory and the strengthening of the competitiveness of the Congolese economy.

In a context where local processing is becoming a major pillar of industrial policy, this expansion confirms Lubumbashi’s position as one of the country’s main manufacturing hubs.
