Five months after the official declaration of the outbreak, Ebola is advancing in eastern Democratic Republic of the Congo. The toll as of October 12 stands at 9,144 confirmed cases and 4,410 deaths. Caused by the Bundibugyo virus, this outbreak is the deadliest ever recorded in the DRC. The cases in Kenya and questions about funding widen the stakes of the response.

AN EPIDEMIC DIFFICULT TO CONTAIN

Seven provinces and 65 health zones are affected. Ituri remains the epicenter, with 6,734 cases and 3,177 deaths. In total, 899 patients are hospitalized or isolated and 2,418 people have recovered. Late detection, poorly identified transmission chains, insecurity and displacement complicate the work of the teams. Deaths in the communities show that some patients do not access care quickly enough.

The Bundibugyo virus has neither an approved vaccine nor an approved specific treatment. The response relies on screening, isolation, supportive care, contact tracing and infection prevention.

KENYA ON ALERT

Kenya confirmed on October 5 the death of a man who had stayed in the DRC and transited through Uganda before reaching Nairobi. On October 14, the authorities announced a second case, a close contact of the first patient, placed in quarantine before the onset of symptoms. Of 128 identified contacts, 113 had been found and 108 placed in quarantine; the search continued for the others.

In a region where tourism matters greatly, this alert is being closely followed. Kenya is a major tourist destination in East Africa. While the economic impact is not established, the epidemic could strengthen health checks and worry travelers. The WHO advises against restrictions on travel and trade.

700 MILLION DOLLARS TO BE CLARIFIED

The financing of the response raises questions. The director general of Africa CDC, Jean Kaseya, has asked for explanations on the tracking of the funds. According to Radio Okapi, 926.66 million dollars would have been disbursed by the partners, while more than 700 million would not be clearly traced. The National Institute of Public Health reportedly indicated that it had traced more than 200 million of them, including nearly 100 million still unused.

These figures call for clarifications on the sums promised, disbursed and spent. They do not, by themselves, prove embezzlement. But as the epidemic continues to kill, transparency is essential to verify that the money reaches the health centers, the teams and the affected communities. The response is also played out in the capacity to account for funding in the DRC as well.

More than 9,000 pages digitized

Long faced with a lack of historical weather data, the Congo Basin now has a more extensive scientific base for studying the evolution of its climate. Researchers have digitized more than 9,000 pages of handwritten archives kept in Belgium and the Democratic Republic of the Congo (DRC). The collection represents more than a million observations collected between 1908 and 2023.

These documents help fill some of the gaps that prevented scientists from precisely tracking long-term changes in extreme temperatures and precipitation in this region, which is strategic for the global climate balance.

A measurable rise in temperatures

The reconstructed data reveal a clear warming trend during the second half of the 20th century. Between 1961 and 1990, the average daily temperature in the Congo Basin rose by about 0.9 degrees Fahrenheit, or nearly 0.5 degrees Celsius. At the same time, the average number of hot days per year nearly doubled.

The researchers also found an increase in extreme heat events and heavy precipitation. These trends bring the climate evolution of the Congo Basin closer to that observed in Europe and North America, where historical data series are more readily available.

The results of this research were published in the scientific journal Earth System Dynamics.

Archives at risk of disappearing

Beyond their scientific value, these documents illustrate the urgency of preserving African meteorological heritage. Derrick Muheki, a doctoral student at Vrije Universiteit Brussel, emphasized the fragility of the archives consulted in the DRC. Some of them had been damaged by a fire a few months before his visit.

The destruction of these documents could have led to the loss of several decades of irreplaceable observations. Their digitization is therefore both a heritage preservation operation and an investment in knowledge about climate risks.

A challenge for climate policies

By combining these new data with other previously recovered weather series, the scientists have built one of the most important climate datasets devoted to the Congo Basin. This base could help improve climate projections and better anticipate the consequences of warming in the region.

For Wim Thiery, a professor at Vrije Universiteit Brussel and a participant in the study, these results underline the need to multiply data recovery projects, particularly in regions of the Global South that are already heavily affected by climate change.

The weakness of the weather station network in Africa nevertheless remains a major obstacle. It limits early warning capacities for extreme weather events and complicates analysis of their link to climate change.

Reconstructing the climate history of the Congo Basin thus represents an important scientific advance. It also serves as a reminder that better knowledge of risks is an essential prerequisite for population adaptation, infrastructure planning and the protection of economic activities exposed to climate hazards.

LUILU RESSOURCES REFERS TO “UNTRUTHS”

The controversy surrounding Luilu Ressources’ mining activities is taking a new turn. After the publication, last September, of an article reporting the concerns of members of the Noa community regarding the alleged effects of mining on their health and crops, the company is breaking its silence.

In its right of reply sent to the editorial team of Mining and Business Magazine, the company rejects the accusations made against it and describes as “untruths” the allegations concerning the environmental and health consequences of its activities.

Luilu Ressources states that it complies with the environmental protection measures applicable to its operations. It also states that it implements its environmental and social impact assessment (ESIA), as well as its environmental and social management plan (ESMP).

Through this position, the company intends to dispute the grievances made by residents and defend the compliance of its activities with the regulatory requirements in force in the Democratic Republic of the Congo.

HEALTH OF RESIDENTS: THE COMPANY RULES OUT A LINK WITH ITS ACTIVITIES

On the health issue, Luilu Ressources denies the existence of an established link between its mining activities and the illnesses mentioned in the Noa community.

“No illness linked to its activities has been detected to date,” the company states in its right of reply.

The company adds that it is continuing environmental investigations with the support of specialized firms. The results of these studies could provide additional information for assessing the concerns expressed by the neighboring populations.

However, the company’s statement alone is not enough to establish the absence of health or environmental risks. The issue requires scientific data to assess the quality of the environment and to examine possible links between mining activities and the problems reported by residents.

The challenge therefore remains that of a rigorous assessment, based on documented analyses and taking into account the concerns of the communities involved.

ROYALTIES, SOCIAL SPECIFICATIONS AND 0.3% ALLOCATION

Beyond the environmental aspect, Luilu Ressources also highlights compliance with its legal and social obligations under Congolese mining legislation.

The company states that it fulfills its obligations relating to the payment of the mining royalty, the implementation of its social specifications and the allocation of 0.3% of its turnover intended to finance community development projects.

It also maintains that it has carried out various social and infrastructure projects for the benefit of local communities. The employment of neighboring populations is among the other contributions it highlights to defend its social record.

These commitments fall within the framework of the Congolese system aimed at involving mining companies in the development of areas affected by their activities.

Nevertheless, their effective scope can be assessed in particular through payment receipts, completed projects, the beneficiaries concerned and monitoring mechanisms. The information contained in the right of reply alone does not make it possible to independently verify all the commitments claimed.

A FIELD VISIT TO SHED LIGHT ON THE DEBATE?

In its response, the legal department of Luilu Ressources states that it reserves the right to refer the matter to judicial authorities against any natural or legal person who, according to the company, engages in acts of sabotage of its social commitments in the field.

At the same time, the company declares itself open to a coordinated field visit to verify its statements.

This approach could be an opportunity to compare the company’s statements with observable achievements and the concerns of the residents of Noa. It would benefit from involving the parties concerned and relying on verifiable technical elements.

Beyond this comparison, the central issue remains the protection of the environment, the health of populations and transparency in the implementation of mining operators’ obligations.

Between the concerns expressed by the Noa community and the denials by Luilu Ressources, independent verification of the facts appears essential to establish possible responsibilities and shed light on the debate.

An unusual die-off that raises questions

The death of thousands of fish in the Lubumbashi River raises questions about the state of the environment in the economic capital of Haut-Katanga. The phenomenon, reported in the Mampala neighborhood in September 2026, was brought before the Provincial Assembly, where deputy Julien Kasenya presented a motion for information during the plenary session on Thursday, October 8.

The elected official drew attention to the potential consequences of this incident, particularly for populations who frequent the banks of the river and consume products that may have been exposed to contamination. He called for the establishment of a parliamentary commission tasked with collaborating with the competent public services to determine the causes of this die-off.

Mining activities at the heart of the questions

The Congolese Observatory for the Promotion and Defense of Human Rights (OCPDH) also raised the alarm about the situation in a statement addressed to the provincial Minister of the Environment.

According to this organization, many fish, mainly catfish, were found dead during the night of September 14 to 15, 2026, near Boulevard Katuba. The OCPDH claims that residents, including women and children, collected these fish for two days, raising fears about their consumption or sale.

The organization raises the hypothesis of pollution by toxic substances potentially linked to mining activities. This lead, however, remains to be verified. In the absence of publicly released scientific analysis results, no precise origin can be established and no company can be formally implicated.

Analyses awaited to establish responsibilities

Beyond the search for causes, this episode raises the question of environmental monitoring of waterways and the prevention of health risks in a region marked by the intensity of mining activities.

The OCPDH is calling for investigations, laboratory analyses and urgent measures to protect the populations of the Katuba, Kenya and Lubumbashi communes. The organization also deplores the insufficiency of measures intended to prevent the recovery and consumption of the dead fish found.

Analyses of the water and fish would notably make it possible to look for possible contaminants and to determine whether the observed die-off results from chemical pollution or another phenomenon. Their results would be essential to guide protection measures and, where applicable, establish responsibilities.

An environmental and economic issue

The Constitution of the Democratic Republic of the Congo recognizes the right to a healthy environment and provides obligations for its protection. The Mining Code also frames the environmental responsibilities of operators in the sector.

If contamination linked to economic activity were confirmed, identifying its source and establishing responsibilities would be decisive steps for the application of the relevant legal provisions.

For the provincial authorities, the priority is now to shed light on this incident, to communicate the results of the investigations and to prevent any exposure of the population to potentially contaminated products. In a province where mining activities occupy an important place, the protection of water resources remains a major public health and environmental governance issue.

From the fight against apartheid in South Africa to the major international courts, South African jurist Navanethem “Navi” Pillay has devoted her career to defending human rights and the accountability of perpetrators of serious crimes. Her Nobel Peace Prize also highlights a file essential for the Democratic Republic of the Congo: the Mapping Report, which documents the violence committed between 1993 and 2003 and whose judicial recommendations remain largely unaddressed.

A career forged against discrimination

In 1967, she became the first woman to open a law practice in her home province of Natal. She defended anti-apartheid activists, denounced torture, and helped secure recognition of fundamental rights for detainees on Robben Island, among them Nelson Mandela. This early commitment foreshadows the guiding thread of her career: ensuring that the law protects people exposed to arbitrariness.

After the end of apartheid, she was appointed in 1995 to the High Court of South Africa, becoming the first non-white woman to sit there. In 1999, she joined the International Criminal Tribunal for Rwanda (ICTR), of which she became president. She contributed to a major advance: the recognition of rape and sexual violence as acts that can constitute crimes against humanity and, depending on the circumstances, acts of genocide.

From Rwanda to global jurisdictions

From 2003 to 2008, she was a judge at the International Criminal Court. She then served, from 2008 to 2014, as United Nations High Commissioner for Human Rights. In that position, she defended the universality of fundamental rights and recalled that both States and individuals can be held accountable for their acts. Since 2019, she has also served as an ad hoc judge at the International Court of Justice in the case brought by The Gambia against Myanmar under the Genocide Convention.

On 9 October 2026, the Norwegian Nobel Committee awarded her the Nobel Peace Prize for her efforts on behalf of peace and international law. It highlighted her courage, her integrity, and her contribution to the prosecution of war crimes, crimes against humanity, and genocide. The distinction rewards a career, but it also carries a message: lasting peace cannot rest solely on diplomatic agreements if the most serious crimes remain unpunished.

The Congolese file: the Mapping Report

For the DRC, the name Navi Pillay points to the Mapping Report of the United Nations Office of the High Commissioner for Human Rights. Published on 1 October 2010, this 550-page document lists 617 incidents among the most serious violations of human rights and international humanitarian law committed in the DRC between March 1993 and June 2003. It covers a period marked by wars, massacres, population displacements, sexual violence, and destruction of property.

One of the most sensitive passages concerns the possibility that certain acts, if their systematic nature and the required intent were established before a competent jurisdiction, could be qualified as crimes of genocide. This conditional wording is essential: the report did not judicially declare that a genocide had been committed. It underscored the gravity of the documented facts and the need for an assessment by an authorized body.

The document recommends in particular justice mechanisms suited to the scale of the violations. More than fifteen years after its publication, the question of the criminal responsibility of the main alleged perpetrators remains a major issue.

From Gaza to the DRC, the demand for accountability

Between 2021 and 2025, Navi Pillay chaired the United Nations Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel. In September 2025, that commission concluded that Israel had committed genocide in Gaza. Israel rejected those conclusions. A distinction should be made between the finding formulated by a commission of inquiry and the definitive establishment of criminal responsibility by a court: the two processes have neither the same mandate nor the same legal scope.

The DRC is directly concerned by this debate. The country has experienced successive conflicts and massive violations, while expectations for justice remain high in the regions affected by the violence. The Mapping Report remains a documentary reference, but it replaces neither the investigations, nor the trials, nor the reparations awaited by the victims. Its scope depends on the willingness of national and international institutions to give concrete follow-up to its recommendations.

A distinction that goes beyond one person

Her career links apartheid-era South Africa, post-genocide Rwanda, and the international institutions responsible for responding to mass crimes. For the DRC, the reminder is particularly strong. The Mapping Report has preserved the memory of much suffering and raised the question of the judicial avenues to be mobilized. The challenge is to transform this documentation into credible proceedings, respectful of the rights of the defense and capable of delivering justice.

By honoring Navi Pillay, the Nobel Committee defends the idea that an international order founded on law remains indispensable to peace. For Congolese victims, this recognition will have a lasting impact only if it helps keep the question of responsibility open and revive the demand for justice. The stakes are not only to commemorate the crimes of the past, but to prevent their repetition.
