DRC: ARPTC presents the Digital Code as a development lever at the Vuk’Afrik fair

The Digital Code of the Democratic Republic of Congo was presented as a tool for popularizing digital technology and a lever for economic, social and political development, Wednesday, September 23, 2026 in Kinshasa, during the first edition of the Innovation and Entrepreneurship Fair "Vuk'Afrik".

The argument was made by Christian Katende, president of the Congo Postal and Telecommunications Regulatory Authority (ARPTC), for whom the country needs this expanded use of digital technology and must organize itself to take charge of this matter and support its players.

Value-added services as support for telecoms

According to the ARPTC official, value-added services constitute a contribution to telecommunications activities: they make it possible to develop applications and to support operators qualified as value-added service providers, in particular through the granting of titles.

Christian Katende indicates that supervisory services are now effective, citing electronic certification, data protection and digital services. He specifies that the Digital Code came after the rise of digital applications, which until then developed without specific supervision, and that they are now supervised and supported.

Support for application developers

The president of the ARPTC presents his institution’s mission as support for young people who develop applications, in order to enable their effective use by the intended customers, like the support provided to telecom operators present in Internet, GSM or satellite. According to him, this supervision aims to protect these entrepreneurs and creators, to foster the development of their activities and to make them aware of their limits as well as their rights.

He situates the objective of the digital nation in the place of digital technology at the center of the economy, emphasizing that some of these applications can become successes and must be protected.

3,000 participants over three days

Placed under the high patronage of the President of the Republic and organized by the Congolese Computer Community (CCC), the fair is being held from September 23 to 25, 2026 and brings together more than 3,000 participants. Its theme is “Innovation, entrepreneurship and economic transformation: building the new dynamics of African growth”, with the challenge of transforming Congolese ideas, businesses and innovations into levers of growth.
