The General Inspectorate of Finance (IGF) is conducting an audit at the Private Sector Subcontracting Regulatory Authority (ARSP), in the Democratic Republic of the Congo (DRC), following allegations of the alleged embezzlement of 100.4 million US dollars. The information was confirmed on Tuesday, October 20, by Ted Beleshay, director general of this regulatory body since June 2026.
Speaking during a Space Live on X hosted by journalist Stanis Bujakera, the official indicated that the matter had already been taken up by the supervisory ministry and the competent structures.
“The IGF is also carrying out an audit. The audit is underway. So I cannot comment on that because the audit is in progress,” he declared, thus reserving any conclusion until the verifications are completed.
Allegations targeting the former leadership
In May 2026, a movement presenting itself as the Collective of ARSP Agents and Executives, represented by the firm MK & Associés, had called out the former director general, Miguel Katemb, over an alleged amount of 100.4 million USD.
The grievances cited concerned in particular cash withdrawals estimated at that amount from ARSP accounts between 2023 and June 2025. The collective also denounced rent arrears and operating costs of the provincial directorates since August 2025.
Other accusations concerned the failure to pay to the National Social Security Fund (CNSS) contributions deducted from employees’ salaries, as well as the failure to remit to the Directorate General of Taxes (DGI) deductions from remuneration, estimated at more than 7 million USD.
The audit awaited on financial management
Faced with these allegations, the collective had called for an independent audit mission in order to establish the institution’s real situation and determine any responsibilities.
The IGF’s findings are now awaited to shed light on these accusations and clarify ARSP’s financial situation. At this stage, the alleged facts remain allegations and no definitive conclusion can be drawn before the audit results are published.
