Subcontracting in the DRC: ARSP Launches a Complaint Reporting Mechanism
A New Tool to Strengthen Governance
The Regulatory Authority for Subcontracting in the Private Sector (ARSP) has announced the establishment of a mechanism for reporting and managing complaints, aimed at strengthening transparency and good governance in the subcontracting sector in the Democratic Republic of Congo.
The measure is contained in official communiqué No. 002/ARSP/DG/TB/2026, signed by the institution’s Director General, Juan Ted Beleshayi Kasanda. It is addressed to all stakeholders, particularly main companies operating in various sectors of activity.
According to ARSP, this system will allow any person to report facts or behaviors likely to violate the regulations in force, applicable ethical rules, or the institution’s public service mission.
Reporting with Confidence
The Authority explains that this initiative is part of a preventive approach aimed at promoting integrity and preserving the quality of relations between the institution and its partners.
“This system allows any stakeholder to report, with confidence, any behavior contrary to the regulations in force, the applicable ethical rules, or the public service mission of ARSP,” the communiqué states.
The institution also specifies that reports may be made anonymously in order to guarantee the protection of whistleblowers and encourage the reporting of information related to possible irregularities.
Several Channels Made Available
To facilitate the submission of complaints, ARSP is making several communication channels available to the public. Reports may be sent by email to ethique@arsp.cd or by telephone through the dedicated numbers: (+243) 830 543 909, (+243) 962 000 022 and (+243) 800 120 000.
These services are available from Monday to Friday, between 8:30 a.m. and 4:30 p.m.
Confidentiality and Sanctions
ARSP assures that each case will be handled confidentially and examined in accordance with the legal provisions in force, as well as with respect for the rights of the persons concerned.
The institution also warns that any person found guilty of behavior contrary to procedural, ethical or integrity rules will face the sanctions provided for by the regulations.
One of the First Measures of the New Director General
Through this initiative, the General Directorate reaffirms its commitment to promoting transparency, accountability and integrity in the subcontracting sector. This decision is among the first measures taken by Juan Ted Beleshayi Kasanda since his appointment as head of ARSP by presidential ordinance.
For the Authority, strengthening mechanisms for control and reporting abuses is an important lever for improving the business climate and contributing to the emergence of a genuine Congolese middle class.
