The FEC Sets Up an Ad Hoc Commission for the Settlement of Domestic Public Debt

The approach is part of the FEC’s advocacy for the clearing of its members’ claims on the State. For the employers’ association, the value of the initiative lies above all in the method chosen, which involves centralizing files and structured monitoring of procedures.

A broad mandate, from identification to payment

The commission will examine the regularity, compliance and enforceability of the declared claims, verify the existence and relevance of the supporting documents produced, then classify the claims according to their nature, their age and the public services or bodies owing the debt. It will also assist the companies concerned in preparing, regularizing and monitoring their files.

It is also tasked with undertaking the necessary steps with the competent authorities and public services and with monitoring the procedures for certification, settlement, authorization and payment of claims. The commission is to formulate any recommendation likely to contribute to the clearing of domestic public debt and to report regularly to the national president on the progress of its work.

A secretariat and a focal point for files

The secretary of the commission is responsible for convening meetings on the instruction of the president, preparing the files, keeping the minutes, maintaining the archives and ensuring follow-up on the implementation of the recommendations made. To carry out its mission, the commission may seek the expertise of any resource person or service whose contribution is deemed useful.

The members concerned are invited to send their claims files, accompanied by all useful supporting documents, to the director of cabinet and secretary of the commission, designated as the focal point. Each file must specify the origin, the amount and the age of the claim, as well as the public service or body owing the debt. It must also be accompanied, as the case may be, by contracts, purchase orders, invoices, acceptance reports, certificates of claim and any other relevant supporting document.

The press release states that the designation letter serves as an act of designation and takes effect from its date of signature. The national president invites members to gauge the importance of this mission for safeguarding the interests of the Federation’s companies and to commit fully to it.
