DRC Mining Week is entering a new phase of its development with the creation of a Strategic Council designed to strengthen the event’s influence on mining policy and investment discussions in the Democratic Republic of Congo.

Announced during the 2026 edition by Papy Luzala, Managing Director of Vuka Group DRC, the initiative aims to transform Africa’s leading mining conference into a platform that generates strategic recommendations for the country’s mining sector.

A think tank for the mining industry

The newly established Strategic Council is chaired by Simon Tuma-Waku.

Its mission is to bring together government officials, mining companies, investors, financial institutions and civil society representatives to discuss the country’s key mining challenges and opportunities.

According to Tuma-Waku, DRC Mining Week should become more than a networking event—it should evolve into a platform where ideas translate into meaningful decisions for the future of the Congolese mining industry.

Bringing together key stakeholders

The Council’s first meeting brought together representatives from the Ministry of Mines, the Congolese Banking Association, civil society organizations and private-sector experts involved in human resources and financing.

The diversity of participants is expected to strengthen discussions on strategic issues affecting the mining sector.

A stronger strategic vision

For Papy Luzala, the creation of the Strategic Council reflects Vuka Group’s long-term vision for DRC Mining Week.

The Council will help define future conference themes while identifying internationally recognized keynote speakers capable of addressing major global economic, industrial and geopolitical trends affecting the mining industry.

Aligning discussions with national priorities

Another objective is to ensure that conference debates increasingly reflect the Democratic Republic of Congo’s real economic priorities.

Organizers hope that the recommendations emerging from these discussions will help inform public policy and contribute to the country’s industrial and economic development.

Strengthening national ownership

According to Luzala, involving more Congolese institutions and stakeholders in shaping the conference agenda will reinforce national ownership of DRC Mining Week and enhance its long-term impact on the country’s mining ecosystem.

Lualaba Province is strengthening its position as one of the Democratic Republic of Congo’s key economic engines. Speaking at the Katanga Business Meeting (KBM), Governor Fifi Masuka outlined her long-term vision for transforming the province through mining, industrialization and economic diversification.

A strategic mining province

According to Governor Masuka, Lualaba has always played a strategic role in the Congolese economy.

Rich in critical minerals essential to the global energy transition, the province has evolved into one of the world’s leading mining regions, attracting major international mining companies and large-scale investments.

Becoming the world’s cobalt capital

Masuka believes Lualaba has firmly established itself as the world’s cobalt capital.

She also highlighted flagship projects such as Kamoa-Kakula, which is expected to become one of Africa’s largest copper producers once it reaches full production.

Combined with the development of the Lobito Corridor, these projects are strengthening the province’s role as a regional logistics and mining hub.

Turning mineral wealth into sustainable development

The Governor stressed that mineral resources should serve as a catalyst for broader economic development rather than being an end in themselves.

Through the Mining Code, mining companies contribute to community development projects via royalties and dedicated development funds, helping finance local infrastructure and public services.

Promoting local value addition

A key priority for the provincial government is expanding domestic mineral processing.

Rather than exporting raw or semi-processed minerals, Masuka wants to encourage industrial transformation within the DRC to generate greater value, create skilled jobs and strengthen the country’s industrial base.

Diversifying the provincial economy

While mining remains the backbone of Lualaba’s economy, the Governor believes long-term prosperity depends on diversification.

Agriculture, tourism and sports are among the sectors identified to complement mining and build a more resilient provincial economy.

Inspiring the next generation of women leaders

Masuka concluded by encouraging young Congolese and African women to believe in their abilities and pursue leadership opportunities without limiting their ambitions.

She emphasized that success is possible across public service, business, entrepreneurship and civil society, provided determination, discipline and commitment remain at the center of one’s journey

Recently appointed as Director General of the Electricity Regulatory Authority (ARE), Soraya Aziz is leading efforts to strengthen the regulatory framework and attract greater investment into the Democratic Republic of Congo’s power sector. Speaking to Mining & Business during the Katanga Business Meeting (KBM), she outlined the country’s energy ambitions and the reforms designed to expand electricity access nationwide.

A new momentum for the electricity sector

Soraya Aziz brings extensive experience from both the mining industry and the National Rural Electrification Agency (ANSER), where she focused on investment promotion and stakeholder engagement.

She assumes leadership of ARE at a time when the Congolese government is introducing new leadership across key energy institutions and accelerating sector reforms.

Regulating a liberalized electricity market

Established following the liberalization of the electricity market in 2014, ARE is responsible for regulating competition, issuing licenses, protecting consumers and ensuring a predictable investment environment.

The institution also advises the government on policies aimed at expanding electricity access throughout the country.

Creating a more attractive investment climate

According to Aziz, one of ARE’s primary objectives is to simplify administrative procedures, improve transparency and strengthen investor confidence.

A stable and predictable regulatory framework, she argues, is essential to mobilize the significant capital required to modernize the country’s electricity infrastructure.

Targeting 62% electricity access by 2030

The Democratic Republic of Congo aims to increase national electricity access to 62% by 2030, with universal access targeted by 2045—and potentially earlier if implementation progresses faster than expected.

ARE is supporting this objective by developing regulatory mechanisms that facilitate investment and accelerate project implementation.

Supporting decentralized energy solutions

Aziz believes decentralized electricity projects will play a major role in expanding access, particularly in underserved communities.

Current legislation allows qualified operators to manage the full electricity value chain, from generation to distribution and commercialization, encouraging innovative local solutions.

Building a national energy cadastre

One of the planned reforms is the creation of a national energy cadastre, which will map existing infrastructure, identify future energy needs and provide investors with greater visibility on available opportunities.

The initiative also aims to centralize sector data and reduce licensing delays through a more efficient digital process.

Electricity as a driver of economic growth

Aziz emphasized that reliable electricity is fundamental to the country’s economic transformation.

She noted that the mining sector alone currently faces an estimated 1.5-gigawatt electricity deficit, highlighting the importance of accelerating investment across the energy sector.

By strengthening regulation and improving the investment environment, ARE hopes to expand electricity access while supporting long-term economic development.

Speaking at the Katanga Business Meeting (KBM), Democratic Republic of Congo’s Deputy Prime Minister and Minister of Economy, Daniel Mukoko Samba, outlined the government’s economic priorities, focusing on infrastructure financing, public-private partnerships, state-owned enterprise reforms and the regulation of retail trade.

KBM as a platform for economic dialogue

Mukoko described the Katanga Business Meeting as an important platform bringing together government officials, private investors and development partners.

He emphasized that economic policies should reflect the specific realities of each province rather than applying a one-size-fits-all approach.

Maintaining prudent debt management

Despite significant infrastructure needs, the Congolese government continues to pursue a cautious borrowing strategy.

According to Mukoko, public debt remains relatively low—around 18–19% of GDP—providing the country with financial flexibility while protecting long-term macroeconomic stability.

He stressed that infrastructure development should rely not only on public borrowing but also on alternative financing mechanisms.

Public-private partnerships gaining momentum

The Deputy Prime Minister highlighted public-private partnerships (PPPs) as a key driver of future investment.

He pointed to major strategic projects such as the Banana Deep-Sea Port and Grand Inga as examples of increasing collaboration between the public and private sectors.

The government is also considering new partnership models in other strategic industries while preserving the role of state-owned enterprises where appropriate.

Gradual reform of state-owned enterprises

Mukoko acknowledged that reforming public enterprises remains politically and socially challenging.

He noted that reforms often face resistance but argued that successful examples are the best way to build public confidence.

He also revealed that additional reforms are being prepared for the national electricity utility (SNEL), aiming to liberalize selected market segments while protecting strategic activities.

The non-objection certificate explained

Addressing concerns from businesses, Mukoko clarified that the recently introduced Non-Objection Certificate (ANO) is not a new tax.

Instead, he described it as a regulatory mechanism designed to better organize retail activities under existing legislation while protecting Congolese small businesses.

A fully digital process

Applications for the ANO will be submitted online through the Ministry of Economy’s digital platform.

Authorities plan to process applications within a maximum of thirty days.

If no response is issued within that period, the application will automatically be considered approved.

A six-month transition period has also been introduced to allow existing businesses to comply with the new framework.

Balancing investment and local entrepreneurship

According to Mukoko, the reform seeks to protect small-scale Congolese traders while maintaining access for foreign investors in selected retail sectors requiring significant capital investment.

The government believes this balanced approach will improve the business environment while strengthening opportunities for local entrepreneurs.
